An independent Timor-Leste posed a dilemma for Australian foreign policy. On the one hand, Australia led multinational military coalition that restored peace in 1999, and had an obvious interest ensuring its newest neighbour was self-reliant stable. other independence negated three decades of diplomatic effort to control oil gas resources Timor Sea. Accordingly, accepted Timor-Leste’s formal but tried influence key aspects internal external policies using aid, espionage instruments statecraft.
